Their baby son, who during the voyage into the U-Zone had been attended by Venturer’s robots, was apparently unaffected, although early signs of psi talent were detected. Kris Bowman was enrolled at the Foundation on Nordstar where his ability as empath has achieved the highest rating.Meanwhile, the Zone of Chaos has continued to spread. Its location at the galactic centre threatened to break up the Galactic Federation, and many central worlds spoke openly of forming their league. Those nearest to the danger demand evacuation, but those not immediately at risk were reluctant to fund the enormous bill. The split had to be healed or Terra’s authority in the council, already failing, would diminish entirely.An emergency Galactic Council meeting was scheduled, and Bowman found himself on the staff of Terra’s representative, his job being to read the emotions of the other Councilmen and tell him who was for and who was against Terra’s proposals to share evacuation costs.
